    not in place in the past

    Could you please help me understand this phrase (rephrase or interpret it)?

    Today’s new homes meet stringent energy standards and codes not in place in the past.
    If I were a native speaker of English, I would never shut up. :-)

    The standards didn't exist until recently. They hadn't been put in place. The standards hadn't been placed in any rule books until recent years.
    I'm not a teacher. I speak American English. I've tutored writing at the University of Southern Maine and have done a good deal of copy editing and writing, occasionally for publication.

    Today's new homes meet:
    1) stringent energy standards (and)
    2) codes which were not in place in the past.

    The new homes meet two sets of requirements.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
