    in the process

    In the below sentence;

    Before paying your staff for their perfomance, make sure you are not breaking any insurance laws in the process.

    Does "in the process" have a function as an adverb? Does it mean "unintendedly" or "unwantedly"?

    No. "In the process" means "during that activity." The activity it refers to is paying staff for performance. So the sentence means:

    Make sure it won't break insurance laws before you decide to pay your staff for their performance.

    The phrase "in the process" isn't really necessary in that sentence.

    No, it simply means "while you are doing it". Note that it should be "insurance laws​".
