My wife bought tea in their store three times already.
Although the third parcel is still on the way, but they provided us with tracking number, and the parcel has already arrived in America. The second parcel we received a few days ago.
It has a double packing: inside is a cardboard box and a plastic bag with the address. The first parcel came about a month ago safe and sound.

Your title is grammatically incorrect. It should say "Was this written by an American or a foreigner?" There is no way for us to answer that question. It could have been written by any native speaker but the standard of English suggests it was written by a non-native.
Where did you find those sentences? Why do you need to know if it was written by an American or not? What do you mean by "and why?"?

I would say that it is a non-native speaker because of things like this:

You could use although or but, but not both.

The quality of writing I observe on the internet every day suggests it could have been American. I am truly appalled at how poorly my fellow Americans write.
