Okay "call me" refers to calling someone by phone and "call to me" refers to shout or speak somebody's name in order to attract their attention. But I think we use "call" in a different situation also like:-

1. "Tom, your friend, is standing at the gate and calling you [strike]go[/strike] to him". is it correct?
2. "I am going inside. If you see someone, call to me ASAP".
Note my corrections to the punctuation above. I have numbered your sentences so it's easier to refer to them.
In 1, Tom could be "calling you to him" or "calling you to tell you to go to him".
In 2, "call to me" is unnatural. I probably wouldn't even use "call" in that context. "If you see someone, give me a shout!"
