    could you tell me how we can change this sentence into active?

    I will make the comment that this is a very unusual tense.

    I will add the hint that you have to know who or what is the source of the pollution to complete this assignment.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
