    Welcome to the forum.

First, see my corrections above. You must start every sentence with a capital letter, always capitalise the word "I" and end every sentence with one, appropriate punctuation mark. You also need to capitalise proper nouns such as Dubai, London, Shakespeare, Microsoft etc.

Neither of your examples is a full sentence and to know which phrase is most appropriate, we need to know the context. Please give us some context and then write full sentences containing the two examples.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

There are many hotels in Dubai, so the second doesn't make much sense to me.

    Ok. But how about this

Someone is in my room or Someone in my room?

Everything is in my room or everything in my room?

    OK, but how about these?

'Someone is in my room' or 'Someone in my room'. This has no verb.

'Everything is in my room' or 'Everything in my room'. This has no verb.

It depends entirely on what you're trying to do. If you are making a statement, you need a sentence. For that you need a verb. Rover told you this in post #5. Did you read it?
Do you know what a verb and a sentence are?

... and did you not read post #2, where emsr2d2 said you must capitalise 'Dubai'?

You're actually not asking enough because you are not giving the context. The first is not a sentence, but would work fine in a title or heading. Without knowing where you want to use them, it is not possible to say which fits.
