Hello. I want to ask (no full stop here) which one is grammatically correct?
5 hotels in Dubai.
or
5 hotels are in Dubai.
Is there any difference?

First, see my corrections above. You must start every sentence with a capital letter, always capitalise the word "I" and end every sentence with one, appropriate punctuation mark. You also need to capitalise proper nouns such as Dubai, London, Shakespeare, Microsoft etc.
Neither of your examples is a full sentence and to know which phrase is most appropriate, we need to know the context. Please give us some context and then write full sentences containing the two examples.
