Which is better?
"Use of Internet-Technologies for Students’ Communicative Competence Development" or:
"The Use of Internet-Technologies for Students’ Communicative Competence Development."
It is a title of a paper.

I'd use the article, though it's not wrong without it. If you use the article, remember to also capitalise "Use" as it's one of the main words in the title. There is no need to hyphenate "Internet Technologies".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
