The second sentence is not correct because you cannot start your question with "How to...". It's not a question.

How can one / you ride a motorbike with a passenger on the back seat?

I've never ridden a motorbike in my life, though.

Yes, I put that but the Electricity went off that's why it didn't post.

Electricity is not a proper noun. :)

Electricity service is very reliable almost everywhere in the United States. I live in a rural area, though, where blackouts are much more common than they are in urban areas. Our electricity was off for three hours last Sunday morning and for two hours one day (I forget which day) the previous week.

Just to clarify, does it mean you can refer to the area on a motorbike or scooter where a second passenger seats asthe backseat, even if there is technically only one seat?

We say that there was a passenger on the back of the motorbike or that someone was "riding pillion". If there's only one seat on a motorbike, it would make no sense to refer to anything as "the back seat".
