Please help me improve the following investigation report. Many thanks.
We would like to report to you that the complainant phoned to our office on 6 June 2016, claiming he was angry with our reply about the horticultural services, stating that he had already escalated the complaint case to the District Government for their advice and pointing out the following discontentments regarding the horticultural services provided by the Ledson's Company:
1) The complainant questioned our ability in supervising the daily performance of the horticultural contractor, the Ledson's Company and he added that the current contractor, unlike the past one and without professionalism towards their duties, had never fulfilled their commitment to the horticultural contractural agreement after landing the bulky contract. Our failing to enhance the quality of horticultural services also exposed the weakness of the outsourced system.
2) The trees and shrubs along the pavement of Twilight Road had exceptionally been poorly maintained by the contractor. Inadequate watering, improper and shortage of pruning by the contractor significantly led to the extensive wiltering and turning yellow of trees and shrubs at the above road, which even undermined the aesthetic value of the community.
3) The worker hired by the Ledson's Company had been short of number and under-performed, they were caught by the complainant failing to clear the plants debris after pruning works and most of other surrounding healthy plants were affected in the course of their pruning works. Also, they had misused the machines and tools like mowers when carrying out horticultural maintenance works. Moreover, they had never honoured their earlier promise to re-plant the shrubs at the Twilight Road.
4) The complainant criticized that the investigation officer was extremely unfamiliar with the scope of duties managed by the contractor and he was equally careless about his investigation procedure, contributing to produce such ridiculous reply stating that the trees and plants at the Twilight Road were normally maintained by the contractor. The complainant claimed he would lodge a complaint to our head about the attitude of the investigator later.
