    Can't be trusted

    I read the following headline in the Times of India:
    Hillary Clinton: Donald Trump can't be trusted with nuclear weapons.

    Why have they used " can't be" ? Can we use shouldn't be here? Please explain to me the answer in detail if possible. Thanks in advance.

    We could use shouldn't be but can't be gives a much stronger message - trusting him with nuclear weapons is not possible.
