    Light down

In Academy street - a novel, there is a child was just born.

"She did not take to the child. The light down on his skin resembled fur"

It seems to me that 'light down' is quite unusual. I understand that means the child is not very white. is that correct? is there anything else 'light down' is?

    Thanks
