    Can one say
    a. The hotel has a big pool to swim in.
    (The gym has a big pool for people to swim in.)

    b. In this hotel,
    they have DVDs to borrow.
    (In this hotel, they have DVDs people can borrow.)

    c. The holiday camp supervisors have magazines to read.

    (The holiday camp supervisors have magazines that students can read.)

    if the intended meanings are the ones given in parentheses.

    a. The hotel has a big swimming pool.

    b. People can borrow DVD's in this hotel.

    c. Magazines are available for reading at the holiday camp.(they are available to the public and not just students I presume, and you do not need to get permission to read them)

    Yes, you can. Shorter ways to say the same thing are preferable though.
