    A tax overhaul will have welcome, if unpredictable, consequences

    What does overhaul mean here? I referred to dictionary yet I couldn't get its meaning here.

    What does 'will have' mean here?

    The above sentence is taken from 'The Economist'. The context is that the Indian Government made a new bill on tax which many economists claim that it is the best compared to previous tax laws.

    Which of the definitions here do you have a problem with? One of the definitions which appears on that screen (without clicking on any links) is perfect for your context.

    "will have" is simply the future tense form of the verb "have".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    In my first reading, I got the meaning that it refers to repair. Now, I got it. A change of a system or to repair.
