under technical management by or technically managed by

    Hello.

Which is more appropriate to say?:

"X" is a chemical carrier that belongs to ship-owner "Y" under technical management by "Z".

    or

"X" is a chemical carrier that belongs to ship-owner "Y", technically managed by "Z".

    Thank you.

Re: under technical management by or technically managed by

Difficult to answer, as there could be more than one meaning to 'technical'. My best guess is:
    1. "X" is a chemical carrier owned by "Y", but managed by "Z".

    It's possible, however, that:
    2. "X" is a chemical carrier that belongs to "Y". Cargo management technology is by "Z".
