    I once asked a colleague who has coached many runners to collegiate and Olympic glory what he considered the proper mileage totals to succeed in distances from the 5K to the marathon.

    Does the bolded fragment mean "what, according to him, the proper mileage totals mean/are in order to succeed in distances from the 5K"?

    Do you think I understand it properly.

    I would understand that as you do.

    If you copied and pasted the text, the source contains a typo. It says college where it means "colleague".

    The clause in bold is a subordinate interrogative clause (sometimes called an embedded question).

    The meaning is "I once asked a colleague who has coached many runners to collegiate and Olympic glory the answer to the question 'What do you consider the proper mileage totals to succeed in distances from the 5K to the marathon?"'
