    Hello.

    Group X announced that on 06.07.2016 that group Y had taken the relatively rare step in the shiprepair sector of starting legal proceedings against an owner for non-payment of shiprepair reated bills.

    In my opinion, the whole sentence could be understood as follows: Group X announced that on 06.07.2016 that group Y had taken the relatively rare step - in the shiprepair sector - of starting legal proceedings against an owner for non-payment of shiprepair related bills or Group X announced that on 06.07.2016 that group Y had taken the relatively rare step - when it comes to the shiprepair sector - of starting legal proceedings against an owner for non-payment of shiprepair reated bills.

    From what I see in the text, the relatively rare step taken by group Y is to start legal proceedings or the relatively rare step taken by group Y consists in starting legal proceedings.

    There are too many "thats" in the text.

    What do you think of my reasoning?

    You're right: the sentence contains a superfluous that. Removing either one will correct it. This is a common kind of error. The writer forgets having written a word which can go before or after another word, writes it again, and neglects to proofread.

    I'm not really sure what you're asking. I think the sentence is saying it's rare for this to happen in that particular sector.

    (And yes, there are too many thats.)
