    It is a salutary reminder, in what are tough times for shipowners and shipyards alike, of the importance of keeping lines of communication open and being transparent in commercial dealings.

    I will change the sentence around, so to speak.

    My understanding is as follows:

    In times that/which are tough for shipowners and shipyards alike, it is a salutary reminder of the importance of keeping lines of communication open and being honest in commercial dealings.

    Do I make sense of the sentence?
