    ... have to be improved; you ...?

    When you have received the article, you will be given enough time to check it and see what areas have to be improved. You suggest a title for the piece and see if the ideas are well organized.

    Is it correctly punctuated if I replace the full stop with semicolon?

    So is:

    When you have received the article, you will be given enough time to check it and see what areas have to be improved; you suggest a title for the piece and see if the ideas are well organized.

    You need to delete "You" (second sentence). As for changing the punctuation, it is certainly not necessary.
