    Come to the floor

    Hello,

    In watching a documentary about WW2, I came across a phrase come to the floor.

    "When The Enabling Act came to the floor, Hitlerīs main opponents were actually in gail. The measure passed for hundred and forty one votes to eighty four."

    Does it mean to be discussed or to be debated (in Parliament)?

    Yes, that's what it means - the floor of the parliament.
    Note the correct spelling of "jail."

    Or "gaol" in BrE, though that spelling is uncommon these days.
