I don't quite understand BBC reporters and their pronunciation. I've been trying several hours to understand when he says:

As that's not the main point of the commemoration, the reporter says they're on the 'fringes' or periphery of it.

The fact that it happened at the 9/11 memorial service itself isn't important - it would have generated the same discussion if she'd stumbled at some other event. Now it's become a major discussion point in the ongoing campaign cycle, but the actual memorial service just serves as a place marker for where it happened.

It is just another example of the media distracting the viewers from the big picture based on the policies of the candidate. Campaign trails can be exhausting and she needed a rest. It's really that simple.
