Hello.

I don't quite understand BBC reporters and their pronunciation. I've been trying several hours to understand when he says:

The commemoration marking the anniversary of the attacks of 9.11. This year this event has already become more politicized than usual because of the presence at Ground Zero of the two presidential candidates – Donand Trump and Hillary Clinton. But it’s these unexpected images on the fringes of the service that could turn into one of the most memorable and talked about moments of the campaign. Hillary Clinton frail, stumbling and seemingly almost fainting as she was carried into a waiting vehicle.

Do they actually speak too fast? Are they Scottish?

It's referring to the images of 'Hillary Clinton frail, stumbling and seemingly almost fainting as she was carried into a waiting vehicle.'

As that's not the main point of the commemoration, the reporter says they're on the 'fringes' or periphery of it.

It's her stumbling that's creating all the discussion, not the service itself. The fact that it happened at the 9/11 memorial service itself isn't important - it would have generated the same discussion if she'd stumbled at some other event. Now it's become a major discussion point in the ongoing campaign cycle, but the actual memorial service just serves as a place marker for where it happened.

It is just another example of the media distracting the viewers from the big picture based on the policies of the candidate. Campaign trails can be exhausting and she needed a rest. It's really that simple.
