    I also think there is one more issue.

    I also think there is one more issue. (speaker2 after speaker1 told something)

    Though it is understandable from the context that the speaker2 is talking about a new issue, isn't "I also think" synonymous to "I too think"?

    "I also think ..." only works there if someone else has already said that they think there is one more issue.

    John: I think there's one more issue.
    Jane: I also think there's one more issue. I wonder if we're thinking about the same issue.

    John: I think that's answered all our questions.
    Jane: I'm not sure. I don't think they really answered the one about finance. Also, I think there's one more issue - what about the health and safety regulations?
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    I wouldn't say that's the only usage.

    John: "I think you have a great smile. I also think you have a nice personality." (No one has said this previously).
