    Neither of them are correct.

    You could say either of the following. Both are equally common.

    When do you have to take back the library books?
    When do you have to take the books back to the library?

    Alternately, you could say this.

    When do you have to return the library books?
    Wear short sleeves! Support your right to bare arms!

    Neither is correct. I think you're trying to ask when some library books are due. If so, ask When do you have to take the books back to the library?

    Note that the subject and verb are inverted in questions. That's why I wrote do you have rather than you have.

    If you're looking for the response "By the end of the week", the question could be "By when must I return the library books?"
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    'Since when' works only with reference to a past time. You can't use it for a future time.

    '.. you have to' is not a question form.

    It really depends who you're asking, and if you're referring to specific books that you've borrowed or if your asking in general.
