Some people think that art is an essential subject in school while others think it is a waste of time.

What does art refer here?

Does it mean painting and sculpture making? or it could mean music, painting, literature, dance.

I am not sure what they refer to?

If it's just referred to as "art", I would say it only covers painting, drawing and maybe sculpture. If it's "The Arts", it would cover art, dance, theatre, literature etc.

It's unlikely to cover literature without the capitalisation.

Art classes will often encompass most of the hands-on creative processes, even for things that are more in the craft realm, unless the school happens to differentiate between 'art' and 'craft'. My college for example lists classes like metalsmithing/jewelry, ceramics, and glassblowing as 'art' classes in addition to the painting, drawing, and sculpture classes.

Dancing, drama, music, etc. are calling the "performing arts".
