    Departmental imprecation

    Hi,

Can anybody help me to understand what departmental imprecation could mean?

Not till a quarter moon had waxed to full did a highly disgusted official confess, indignantly, a degree of mystification. He was enraged—but inresponse to no complaint of Angela’s—with a belatedly routine inspection, andwhat he saw annoyed him. It was at glaring variance with the list upon a page of the fat elastic-banded folio in his hand, and he muttered a departmental imprecation against folk who couldn’t see straight and sent better, wiser folk upon fools’ errands.

    John Metcalfe, Not There, 1948

    Thanks a lot.
