    Hi,
    Suppose that I go to China and I ask a Chinese person the time of their holidays.

    When are your holidays?

    That question sounds like you're asking the person about their own holidays. If you asked something like When do people have their holidays in China, you would get a more general answer. If you asked about public holidays, you would learn about the national holidays.

    Don't you think that we should call them "national holidays" instead of "public holidays"?

    I think "public holidays" refer to the weekends just. like Saturday and Sunday when many schools and stores and offices are closed. But not sure.

    No. Public holidays are those days when, even if these days fall in the normal working week, all government offices, schools and banks are closed. At one time, nearly all businesses also closed, though many shops remain open these days.

    There is no difference in most countries. In the USA, some states have public holidays that are not holidays in other states. These are not national holidays.
