what first need(s) to be outlined

    Hi there,

Should the verb 'need' be in singular or plural in the following sentence?

"As with most problems, what first need(s) to be outlined are the underlying reasons."

    Thanks in advance.

Re: A singular or plural verb in this sentence...?

I'd use 'need', but you'll see both.

    I've changed your thread title.
