remained committed to the one China policy

After Obama's meeting with Xi Jinping, the White House spokesman said that they remained committed to the one China policy.

    Hi,
Is it right to see "committed" in the above as "devoted?" If not, what does it mean? Thanks

It's a test question given by one of the teachers for high school kids here but I don't know the source.
