    a. I don't like a lot of rules.

    Can't this sentence mean
    I don't like there to be a lot of rules.
    or
    I don't like to have to observe a lot of rules
    ?

    Can one say
    b. I don't like a lot of vegetables with my meal.

    ?
    (I don't like to have a lot of vegetables with my meal.)

    Yes, but the meaning is very similar either way, especially without additional context. Why would you not like a lot of rules unless you didn't like observing them? Otherwise the number of rules would probably be irrelevant to you.
