    before filling of any bunker

    Hello.

    Diesel oil tanks and lub oil tanks are not to be painted. Tanks to be cleaned to a proper standard before filling of any bunker.

    Does "before filling of any bunker" mean "before pouring any fuels into tanks" or "before filling tanks with any fuels"?

    It's not clear, but the logical intention is "before pouring any fuel into the tank."

    Are the tanks buried? It would make sense to me that they are talking about filling in a bunker where the tanks are located, not talking about filling the tanks themselves.

    In maritime usage, a bunker is a fuel tank.
