the vessel is to be without any conditions or recommendations from Class .........

    Hello all users!

    Delivery of the ship:

All required documents and certificates are to be delivered with the vessel and the vessel is to be without any conditions or recommendations from Class and Authorities.

Does "the vessel is to be without any conditions or recommendations from Class" mean "the vessel does not have to meet any conditions or recommendations from Class"?

    Thank you.

The vessel must not be subject to any such conditions or recommendations. I would think that any such conditions or recommendations would be held to be a breach of contract. (Not a lawyer)
