    "Justice system makes sure that those that have committed crimes are jailed."
    "Justice system makes sure that those who have committed crimes are jailed."

    Please tell me which of the above is correct.

    If you began your sentences with 'The', both would be correct, though some people prefer 'who' to 'that' for people.
