    I cannot understand why 'speak' is wrong. Maybe he speaks in a conference?

    'Speak' is not necessarily wrong.

    This is one of those silly either/or exercises that serve only to confuse learners. No pre-intermediate learner should be expected to understand the finer differences between speak and talk, particularly when no context is given.

    Neither leads to a particularly natural sentence. Sometime people making tests have an idea in their head, but don't think through all the possibilities.
