    no mere..., but...

    I was reading an article and I ran into this sentence: no mere public space, but the living heart of
    the city

    What does it mean? Does it mean the building was a public space and it was a living heart of the city either? Or it means it was not a public space but an important building?

    There's no building in your quote. Do you have a full sentence that would allow us to make an interpretation?

    It's on a paper and I didn't get it from any website. But public space in this sentence refers to the buildings such as temples or churches, etc

    It means that in addition to being a public space, the place is the equivalent of the heart of the city. Without it, the city would die.

    Either that, or the living heart of the city would move somewhere else. It doesn't seem to be tied to one immovable object.
