    Hi!
    What does "Actel" mean in the following sentence? It is from a political text. I think Actel should be an acronym, but I don't know its origin.

    Secretary Acheson reported on this conversation in Actel 4 from Paris, Nov. 4 (888.2553/11-551).

    I think I have the answer.

    "The telegraphic reports of all the meetings of the North Atlantic Council are printed in the following compilation with the exception of the first formal opening ceremony. The main indicator series for telegrams were Secto and Tosec which were normally sent from and to members of the United States Delegation. Actel and Telac were occasionally used for telegrams sent by and to Acheson himself or his personal staff."
