    Not natural. How about:

    They finish their work by 10 AM every day.
    I read my books by 9 AM every day.
    I reach my office before noon every day.
    She completes all her housework by nine every day.

    Quite. The present perfect draws attention to the completion of the activity rather than to the activity itself.
