Half As Likely / Four Times As Likely

As one study reveals, women who have been educated are half as likely to undergo harmful cultural practices such as mutilation and four times as likely to protect their daughters from it.

What do half as likely and four times as likely mean in the sentence? Level of probability?

    Yes, it refers to probability.
I take it to mean half as likely and four times as likely, respectively, as uneducated women would be.

    It's not a quote, it's from a paragraph in a question book.

Then please give us the name of the book and the author. Anything you post which has been taken from another publication is a "quote".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

I would like to; but it's just a pdf file and no name of author. Why so important?

It's a rule of the forum.

Always give your sources and the URL where appropriate. Copyright applies to texts, pictures, etc and the site can be held responsible if people post things here that breach the laws. If we see complete texts being posted or other copyright infringements, we will remove the post.

I don't see that this rule is practiced or reminded in the other topics.

The reminder to quote the source and author comes up repeatedly.
