    - What he says and what he does is/are always different.
    Which is used please?

    The "and" tells you that this is a series of two or more things. So we use the plural verb.
    I'm not a teacher. I speak American English. I've tutored writing at the University of Southern Maine and have done a good deal of copy editing and writing, occasionally for publication.
