Is it correct to say that when saying the sentence "We're not gonna do it", we're can be read as "were" when it's not emphasized. Whereas if we're is emphasize, as in "We're not gonna do it", it has to be pronounced as "weer".

Whether it's emphasized or not, we're is pronounced like "weir", at least in careful speech.

In my dialect it does tend to sound like were, but I would discourage learners from trying to reproduce this.

In my dialect, it sounds like "wear", but with a shorter vowel length.

This is also true of some regional variations in the UK, but I would take your advice.
