    Two stairs up.

    My legs were hurting so I couldn't even go two stairs up.

    Tom couldn't go three stairs up on foot.

    Please check.

    Tom couldn't climb three stairs.

    There's really no need for "on foot" - that's generally how people go up stairs.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
