    What time is it?

    3. It's quarter after two.

    Is #3 also correct?

    BrE would use 1 and 2. I believe AmE speakers might use 3 although I think they add "a" before "quarter".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    "it's quarter after two" sounds fine to me. Some may add "a", but it's not necessary in my native AmE opinion.
