    He likes music too.

    Or:

    I like music too.

    (I don't think those sentences are so long that they need to be shortened.)

    It would be understood but it's not common. He does, too is the natural way to say this in AmE.

    These are some common, natural, grammatical possibilities:

    - He does, too.
    - He likes it, too.
    - He likes music, too.
    - So does he.
    - He feels the same way.

    "He likes, too," is wrong. He has to like something, and it doesn't say what he likes. He likes it - music.
    I'm not a teacher. I speak American English. I've tutored writing at the University of Southern Maine and have done a good deal of copy editing and writing, occasionally for publication.
