    Is the following sentence natural English?

    He offers more talk than action.

    Your sentence looks OK to me. Note my punctuation additions to your post. You must finish every sentence with an appropriate punctuation mark, even sentences as short as "Hello" and "Thank you".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
