What is the meaning of "planned setup", especially "setup" in [STRIKE]below[/STRIKE] the phrase below?

"Running the car using the planned setup"

planned = prearranged/per-configurred
setup=arrangement (e.g. for some experiment)

So, what's your idea about the concept of the phrase: "Running the car using the planned setup"? (I can't understand the concept of the phrase).

You don't understand the concept of running a car using a planned setup?
If you had a planned setup of five cylinders and a double carburetor using 95 octane petrol, would you understand the concept then?

To me, unplanned is contradictory to setup. I just cannot imagine how an unplanned setup could exist. What could it mean?

It's a text instructing measurement of carbon monoxide which is emitted out from the exhaust of a car...

Does it mean that "planned" is the synonym to setup? so is there redundancy in the text?

I think my earlier response was incorrect. I was thinking of setup in its meaning of "entrap someone in apparently illegal behaviour."

Now that I know we are talking about measuring automobile emissions, I would say that planned setup is not wrong. Perhaps it is a slightly unnatural usage in most contexts. I would have thought that proposed or prescribed were more likely adjectives than planned. But planned setup is not wrong.
