    not delivering/have not been delivering

    1. Many ATM's are not delivering the cash so far.
    2. Many ATM's have not been delivering the cash so far.

    Do the both sentences have the same meaning?

    "So far" means "over a period of time up to now".
    The present continuously is used with the present.
    As such, only the second sentence using the present perfect continuous tense works.
