    China is not the place where 1.54 billion people live in choked-up cities, marching inexorably towards lifestyles enjoyed in the West

    I don't understand what the underlined part means.

    Does it mean that chinese people do not wish to aspire to the European lifestyle, and that they do not want to be like western people?

    Inexorably means "unstoppably"; nothing can stop them from progressing towards Western ways of living.
