Look forward to / looking forward to

I guess that's an age old question, but I still haven't figured it out completely and the search didn't return a result. When do you use 'I'm looking forward to' and when 'I look forward to'. I believe that 'I'm looking forward to' is more formal, but I'm not sure. Thank you

Unless you're talking about the habitual, general "I look forward to" (as in "I look forward to Christmas every year"), they are pretty much interchangeable. I don't find either one particularly formal or informal.

Write I guess it's an age-old question. When I read "that's", I wondered "what is? I don't know what that is referring to."
