    they legalized

    Please check if they're correct, natural and have no differences in meaning.

    1 They (have) legalized medical marijuana but here come(s) the bad news: only/exclusively for cancer sufferers/patients.

    2 They (have) legalized medical marijuana but sadly only for one group, which is cancer sufferers/patients.

    3 They did the legalization thing; unfortunately only for cancer sufferers/patients.

    4 They (have) legalized it, even though unluckily for cancer sufferers/patients only.

    Naturally, 3 is colloquial. Where I have left the alternatives, you can choose either.
