    Over my head

I wrote to government office to ask several questions which are not classified, but the answers I received are not specific to my questions, they are already available on the website.

Can I say all the answers are over my head.

No. The answers are over my head means that they're too complicated for me to understand.

What is the phrase to describe someone's answers to my questions are already know to most people, not specific or even perfunctory.

    Re: Over my head

"The answers were irrelevant [to the questions I asked]"
    "That's not what I asked."

    There's no specific phrase.

It isn't rocket science means "it's not a difficult problem." I can't think of an idiom that expresses exactly what you describe.
    I am not a teacher.
